It looks like a pen with a kleenex at the end so I think you would use it to write sentimental letters. If you were in the middle of writing and you were crying and you didn't want to stop to blow your nose, you could blow your nose on the pen and keep writing.
It's a nail silencer. Or a booger retriever that could clean the back of your eyeballs.
A screwdriver with attached paper towel! If perchance your fingers are slippery, you can still tighten/untighten that nail, or have a good grip when you use it as "the truth extractor".
I would say it's an easily accessible snot rag with a handle so you don't get your hands yucky! If it were a girl that had made it, I would guess a magic wand of sorts...
